Washington state environmental regulators are expecting a lively crowd in the coastal city of Hoquiam on Thursday when the public will get a chance to weigh in about increased crude oil train traffic. But one powerful state senator says the controversial oil trains are needed.

Developers are proposing side-by-side marine terminal expansions on Grays Harbor along the Washington coast. They would receive crude oil by rail from the Northern Plains and send it out by barge and tanker to West Coast refineries.

Seattle has joined Spokane and Bellingham in passing a resolution to restrict oil shipments by rail until further review.

The Seattle City Council unanimously passed the resolution co-sponsored by council member Mike O’Brien and Seattle Mayor Ed Murray.

  Officials are rejecting permits for two major oil-train terminals in Southwest Washington after deciding the projects should face more environmental scrutiny.

Oil refiner Tesoro and a terminal operating company named Savage detailed plans Thursday for the biggest crude oil shipping terminal to be proposed in the Northwest.  

The proposed terminal, which would be located on the Columbia River at the Port of Vancouver in Washington, would receive crude by rail from oil fields in North Dakota and the like. The oil would then be transferred onto oceangoing tankers for delivery to West Coast refineries.
