According to the Washington State Court of Appeals, <a href="http://www.scribd.com/doc/86830510/BombthreatAppealsCrtRuling">that&#39;s true even if you&#39;re mentally ill and the threat is not considered credible.</a></p><p>Back in 2009, James S.
