The <a href="http://targetzero.com/">billboards relay the mission of the State Patrol&#39;s Target Zero Teams,</a> which are comprised of 21 troopers that focus on impaired drivers. The troopers are joined by police officers and sheriff&#39;s deputies when time and funding allows.
